The Maintenance Rule

On July 10, 1991, a Maintenance Rule, Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants, was published by the U.S. Nuclear Regulatory Commission (the USNRC, or simply the NRC) in the Federal Register (56FR31324) as 10CFR50.65. This Maintenance Rule was developed to provide a regulatory framework for the NRC for mechanisms used to evaluate the administrative effectiveness of maintenance programs applied by nuclear power plant licensees. The NRC's overall objective is to ensure that the structure, systems, and components important to the safety of nuclear power plants are maintained properly so that plant equipment will reliably perform its intended safety functions. The Maintenance Rule is characterized as performance-based, for it provides focus on results rather than on programmatic adequacy.
