Appointment of Engineering Consultant Under International Competitive Bidding (ICB)


It is universal fact that without the assistance of consultant, either in-house or external, a project cannot take shape. Some projects which are routine or repetitive in nature for which design and engineering is already available, services of external engineering consultant may not be required, or even if it is required, it may be restricted to seeking second opinion or designer’s supervision. The need of an external engineering consultant arises when there is no in-house expertise available in the firm or when the in-house expertise is not sufficient to meet the requirement of the project or as the investment in the project is humongous; so is the gestation period and so is the perceived risk, or that a unique technology is involved in the project, or that multi disciplinary engineering is involved, or that the project is executed on the basis of imported technology and knowhow, or that multiple agencies/sub-contractors/vendors are involved, or a brown field project, etc.
